[KAGAYAKI]Change plan of Queue setting

Recently, the number of users of KAGAYAKI system has increased.
To use the system fairly, we are considering to lower the queue limit.
Please read the content carefully and reply to mpc group if you have any comments by Sep. 28.

   Detail
     *GPU-1 : Number of Simultaneous Job(per user)  4
     *GPU-S : Number of Simultaneous Job(per user)  4->2
     *GPU-1A : Number of Simultaneous Job(per user) 4->2
     *Change the Walltime for interactive job (qsub -I) to 48 hour (CPU
job & GPU job)

   Deadline
     Sep. 28(Wed) 1:00 p.m
