Dynamics  of  language  including  the formation  of  symbols  are
studied with a constructive modelling. We discuss the dynamic view
of language,  which is  the basic concept  of this study,  and the
constructive  approach.   We propose  a  model, called  developing
word-web model, that is an  implementation of the basic concept by
a  computational  model.   Simulation  results of  the  developing
word-web  model show that  the model  realizes the  coexistence of
stability   and  adaptability   and  that   of   commonality  with
individuality.    These   features   are  summarization   of   the
necessities  for  an  established   language  system  that  is  an
essentially dynamic phenomenon.
