【学生・教職員の皆様へ】学長メッセージ 新型コロナウイルス感染症対策について(令和3年3月1日更新)

学生・教職員の皆様へ

 新型コロナウイルス感染症に対し、全学が一丸となって感染予防に取り組み、その結果、本学における罹患者が発生していないことに御礼申し上げます。
 さて、政府は、令和3年2月26日付けで現在発令中の新型コロナウイルス感染症緊急事態宣言の対象地域のうち、大阪府、京都府、兵庫県、愛知県、岐阜県、福岡県の2府4県について、2月28日をもって対象地域から解除し、残りの1都3県(東京都、神奈川県、埼玉県、千葉県)については、当初の予定とおり3月7日まで継続して対象地域とすることを決定しました。
 同宣言が施行される3月1日以降の本学における対応について、以下のとおりとしますので、学生・教職員の皆様に引き続きの協力を要請いたします。
 新型コロナウイルス感染症の発生を防止するため、各自が油断することなく、別添の事項に十分に留意されるよう併せて要請します。

  •   緊急事態宣言の対象地域となる1都3県(東京都、神奈川県、埼玉県、千葉県。以下「緊急事態宣言対象地域」という。)に対しては、不要不急の出張、旅行は行わないこと。学生指導については、できる限り、オンラインの活用を図ること。
  •  上記を踏まえてもなお緊急事態宣言対象地域への出張、旅行を行わざるを得なくなった場合は、必ず、事前に教職員においては危機管理担当(kikikanri@ml.jaist.ac.jp)に、学生においては指導教員へ連絡するとともに、当該地域に適用される留意事項を遵守すること。
     なお、学生においては、特に以下の事項に留意すること。
    〇 就職活動(インターンシップを含む。)の場合は、必ず事前に就職支援室(syusyokus@ml.jaist.ac.jp)に連絡すること。
     加えて、本学に戻った後は、体温の測定などの体調管理に努め、発熱等の体調不良の場合は、直ちに危機管理担当(kikikanri@ml.jaist.ac.jp)にメールで連絡するとともに無理に登学・出勤をしないこと。
     また、東京サテライトの閉室期間等に関しては、別途、1月5日に通知したとおりです。
  •  緊急事態宣言対象地域からの来学者については、今回の緊急事態宣言においてテレワークの推進も対策として挙げられていることから、できる限りオンラインの活用を図り、極力、来学を求めないこと。
  •  政府の新型コロナウイルス感染症対策分科会が提示した感染リスクが高まる「5つの場面」(別添を参照)については、極力避けること。
  •  年度末に向け、会合(飲食が伴わないものも含む。)やいわゆる飲み会の機会が増加するため、開催の是非、参加の必要性について十分検討すること。なお、送別会(俗にいう追いコン)、謝恩会等の開催は厳に控えること。
  •  特に、緊急事態宣言対象地域への出張、旅行における飲食を伴う会合については、経路不明の感染原因の多くが飲食によるものと専門家が指摘していることから、厳に控えること。
  •  同宣言対象地域以外であっても、飲食を伴う会合については、少人数(4人以内)、短時間かつ十分な感染防止措置(例:狭隘な空間を避ける、定期的な換気を行う、マスクを着用する等。以下同じ。)を講じた上で行うこと。また、各都道府県が定める新型コロナウイルス感染症対策取組宣言を遵守している旨のステッカー等が掲示されている店舗を利用すること。
  •  緊急事態宣言対象地域以外の県境をまたぐ移動については、特段の制限は行わないが、移動に際しては、当該移動先の感染者の発生状況、クラスターの有無、感染経路が明確か否か等を十分に考慮した上で判断すること(県外からの来学者も同様とする。)。加えて、本学に戻った後は、体温の測定などの体調管理に努め、発熱等の体調不良の場合は、直ちに危機管理担当(kikikanri@ml.jaist.ac.jp)にメールで連絡するとともに無理に登学・出勤をしないこと。
     なお、学生においては、特に以下の事項に留意すること。
    〇 課外活動を学外で行う場合には、必ず事前に学生・留学生支援課(gakusei@ml.jaist.ac.jp)に連絡すること。
  •  卒業旅行について、緊急事態宣言対象地域への旅行は行わないこと。また、緊急事態宣言対象地域以外への旅行を行う場合は、事前に、当該旅行先の感染者の発生状況、クラスターの有無、感染経路が明確か否か等を十分に考慮した上で判断すること。また、時と場所が分散される「分散型旅行」を図り、なるべく混雑しない平日の間、いつもの仲間で行動すること。
  •  日本から出国する場合
     学生においては、特に以下の事項に留意すること。
    〇 日本人学生は「海外渡航届」、留学生は「一時出国・帰国届」を学生・留学生支援課に必ず事前に提出すること
     教職員においては、必ず事前に所属長、危機管理担当(kikikanri@ml.jaist.ac.jp)に 連絡すること。
     外務省が定める感染症危険レベル3の国においては渡航禁止、レベル2の国においては不要不急の渡航を行わないこと。なお、目的国及び日本への入国時に隔離期間を設けているので、当該期間を十分に配慮した上で日本からの出国を検討すること。加えて、帰国後、教職員の中で業務遂行上やむを得ず空港周辺の宿泊施設での隔離期間を経ることなく直ちに本学に戻る場合においては、本学が指定する場所に待機することになるので、危機管理担当(kikikanri@ml.jaist.ac.jp)の指示に従うこと。
  •  発熱等の体調不良がある場合は、かかりつけ医又は石川県発熱患者等受診相談センター(電話:0120-540-004)に電話し、相談すること。相談の結果、受診するよう指示があった場合は、公共交通機関(JAIST Shuttleを含む。)を使わずに受診すること。なお、かなやタクシー(電話:076-272-0085)を利用する場合は、電話連絡を行い、「発熱しており、医療機関へ行くためにタクシーを利用したい」旨を伝え、かなやタクシーの了解を得ること。
     また、受診時にPCR検査、抗原検査を実施した場合、学生寄宿舎及び職員宿舎入居者にあっては、クラスター化防止のため、直接自室には戻れず、大学が指定する待機場所に入室することになるので、現金、保険証、着替え・パジャマ、携帯電話(充電器含む。)等の身の回り品を持参すること。受診の結果は、必ず危機管理担当(kikikanri@ml.jaist.ac.jp)に連絡し、その指示を受けること。
     陽性であった場合は、危機管理担当(kikikanri@ml.jaist.ac.jp)及び保健所から行動履歴(日時、場所、行動内容、接触者等)が確認されるので、協力すること。また、復路の交通手段の確保が困難な場合は、医療機関又は保健所(電話:0761-22-0793)に相談すること。 
  •  政府による緊急事態宣言の追加、石川県からの要請、本学で新型コロナウイルス感染症罹患者が発生した場合は、随時、必要な措置を取るので、その際は、協力をお願いします。

 全国各地において、1日当たりの新型コロナウイルスの新規感染者数の下げ止まり状況や医療現場では逼迫した状況が続くなど、いまだ深刻な状況にあることは否めず、新型コロナウイルス感染症流行が収まるまでには、さらに時間を要するものと思われます。
 また、現在、石川県から新型コロナウイルス感染症の「感染拡大警報」及び「飲食」「若者」感染拡大特別警報が出されており、10万人当たりの感染者数を見ると石川県は高い値(8.22人:全国6番目)となっています。(富山県0.95人、福井県1.16人、東京都14.92人、全国平均6.44人(2/25現在))。
 加えて、近隣の市や大学、能美市内において、すでに新型コロナウイルス感染症罹患、クラスター発生の事例が報告されており、決して油断できない状況にあります。
 学生・教職員におかれましては、引き続きウイルスから健康、生命を守るため、気を緩めることなく感染防止等(マスクの着用、手洗いの励行、咳エチケットの徹底、3密の回避)に努めるとともに、十分な体調管理に協力願います。
 ウイルスがより活動しやすい時期のため、麻しん、風しん、ロタウイルスをはじめとする感染症も併せて流行することが考えられます。また、学生諸君においては、これから本格的に就職活動を始める学生、修了が決定し次の進路へ準備を始める学生など、この時期は、それぞれが新たなステージへ向かう大事な時期を迎えます。この大切な時期に種々の感染症に罹患することなく過ごされることを強く期待します。それ故、全学が一丸となって感染防止に努め、新型コロナウイルス感染症罹患者ゼロが続くよう、引き続き協力をお願いします。

To Students, Faculty and Staff members,

I would like to express my gratitude to students, faculty and staff members for working together to prevent the COVID-19 infection, and as a result, no one has been infected with the coronavirus.
The government announced on February 26 to lift the State of Emergency subject to Osaka, Kyoto, Hyogo, Aichi, Gifu, and Fukuoka Prefecture from February 28. However, for 4 prefectures (Tokyo, Kanagawa, Saitama, and Chiba) the State of Emergency is continued until March 7 as originally planned.
The response at JAIST from March 1, when the state of emergency is enforced is as follows. I kindly ask for continued cooperation from students, faculty and staff members.
In order to prevent the outbreak of the COVID-19 on campus, I request everyone to stay alert and follow the measures listed on attached files.

  • Do not make nonessential business trip or trip to 4 prefectures (Tokyo, Kanagawa, Saitama, and Chiba) subject to the State of Emergency. For the student guidance and lecture, use online systems.
  • If business trip or trip to Tokyo, Kanagawa, Saitama, and Chiba is unavoidable even after careful consideration. Faculty and staff members, inform the Crisis Management (kikikanri@ml.jaist.ac.jp) in advance. Students, inform your supervisor in advance. Must follow the regulations that apply to the area.
     For students, note the following
    〇 In case of trip for job hunting including internship, must inform the Career Support Office (syusyokus@ml.jaist.ac.jp) in advance.
    After your return, monitor your physical condition and if you are not well such as have a fever, promptly email Crisis Management (kikikanri@ml.jaist.ac.jp) and do not come to the campus.
    The temporary closure of the Tokyo Satellite Campus is as notified separately on January 5.
  • In regard of visitors from Tokyo, Kanagawa, Saitama, and Chiba. As promotion of telework is mentioned in the State of Emergency, use online systems and do not request people to visit the campus.
  • Avoid the "5 situations" see attachment that increase the risk of infection presented by the Subcommittee on Novel Coronavirus Disease Control.
  • There might be more occasion for gatherings and drinking parties at the end of Academic year. However, carefully consider whether it is necessary or should attend. Please refrain from holding farewell parties and thank-you parties.
  • In particular, strictly refrain from gatherings involving dining and drinking out while on business trip or trip in Tokyo, Kanagawa, Saitama, and Chiba, as experts have pointed out that dining and drinking out cause many of the cases with unknown routes of transmission.
  • In case that a gathering is to be hold, even in areas other than Tokyo, Kanagawa, Saitama, and Chiba make sure the gathering is only with a small number of people (up to 4 people) for a short time and take prevention measures (e.g. regular ventilation, wear mask, avoid close-contact settings etc.) and hold the gathering only at restaurants that comply with the declaration of measures against COVID-19 set by prefectures and have the sticker stating their declaration of the countermeasures.
  • JAIST does not set rules for travel across prefectural borders except to Tokyo, Kanagawa, Saitama, and Chiba. However, check the infection status, COVID-19 cluster status and whether infection routes are clear or not at your destination then consider carefully before you decide to travel (same apply to visitors from outside of prefecture). After your return, monitor your physical condition and if you are not well such as have a fever, promptly email Crisis Management (kikikanri@ml.jaist.ac.jp) and do not come to the campus.
    ・For students, note the following
    〇 Those who are planning extracurricular activities off campus need to inform the Student Affairs Department (gakusei@ml.jaist.ac.jp) in advance.
  • For graduation trips, do not travel to Tokyo, Kanagawa, Saitama, and Chiba. If you are planning to travel to areas other than the areas subject to the state of emergency, check the infection status, COVID-19 cluster status and whether infection routes are clear or not at your destination then consider carefully before you decide to travel. If you are going on a graduation trip, avoid crowds by traveling on weekdays, and travel with people you usually spend time with.
  • In case of departure from Japan,
    〇 Submit a notification to Student Affairs Department in advance.
    Japanese students "Notice of Overseas Travel(海外渡航届)"
    International students "Notice of Temporary Leave (coronavirus infection compatible version)"
    Faculty and staff members, inform the head of your department or supervisor and Crisis Management (kikikanri@ml.jaist.ac.jp) in advance. Travel to countries listed Level 3 on the Ministry of Foreign Affairs' "Travel Advice and Warning on Infectious Diseases" is prohibited, also refrain from nonessential travel to Level 2. There will be a quarantine period for entry into your destination country and Japan, so consider about that period before decide to travel. Faculty and staff members who return to JAIST without quarantine period at an accommodation near the airport because of duty related reasons, will be quarantined at the accommodation designated by JAIST, so follow instructions from Crisis Management (kikikanri@ml.jaist.ac.jp).
  • If you are not well such as have a fever, call your primary care doctor or the Ishikawa Prefecture Consulting Center for the Fever Patients (0120-540-004) for consultation. Those who are instructed to visit a doctor, do not use public transportations (including JAIST Shuttle). When you are taking Kanaya Taxi (076-272-0085), call in advance to inform them that you "have a fever and visiting a doctor".
    In order to prevent COVID-19 cluster on campus, residents of JAIST student housing and staff housing who are tested for PCR/antigen at their doctor's visit will be placed in designated accommodation without returning to their own rooms, so bring personal belongings such as cash, insurance card, change of clothes/sleeping wear and mobile phone (including charger) etc. Email your doctor's visit result to Crisis Management (kikikanri@ml.jaist.ac.jp) and follow their instructions.
    If the test result is positive, Crisis Management (kikikanri@ml.jaist.ac.jp) and Health Center staff will ask you about your movement history (date, time, location, activities and contacts), please give them your cooperation. If you do not have return transportation from doctors, ask for assistance at the hospital or health center (0761-22-0793).
  • In the case of any addition to the state of emergency, request from Ishikawa Prefecture or outbreak of the COVID-19 infection on campus. We will take necessary measure immediately and ask for your kind cooperation.

It is undeniable that the situation is still serious and it will take more time for the coronavirus situation to resolve, as the decrease in the number of coronavirus cases per day is slowing down all over the country and there are concern for collapse of the health system.
Ishikawa Prefecture is currently issuing "Infection Spread Warning" for COVID-19, especially transmission at dining and drinking establishments and among young people. Ishikawa Prefecture is high in the number of infected people per 100,000 people (Ishikawa 8.22people : 6th in Japan, Toyama 0.95 people, Fukui 1.16people, Tokyo 14.92, average in Japan is 6.44people as of February 25).
In addition, cases of COVID-19 infection and clusters have been reported in neighboring cities, universities, and Nomi City, under the current circumstances we have to stay alert.
To our Students, faculty and staff members, please continue to take prevention measures against infection (wear mask, wash hands, practice the cough etiquette, and avoid the "three Cs") to protect yourself.
Since it is the season that easier for virus to be more active, it is possible that infectious diseases such as measles, rubella, and rotavirus will also be prevalent. Also it is an important time to move to a new stage for students who are about to start job hunting in earnest, students who completed academic work and preparing for the future.
I strongly hope that you will spend this important time without suffering from various infectious diseases.
Therefore, we ask for your continued cooperation so that the entire university will work as one to prevent infection and that the number of people affected by the new coronavirus infection will continue to be zero. Therefore, I would like to ask all of us to work together to prevent infection and keep yourself and others safe from the COVID-19.
