学生・教職員の皆様へ

　新型コロナウイルス感染症に対し、全学が一丸となって感染予防に取り組み、その結果、現時点において、罹患者が発生していないことに御礼申し上げます。
　さて、政府は、新型コロナウイルス感染症緊急事態宣言の対象地域としていた東京都、神奈川県、埼玉県、千葉県の1都3県について、3月21日をもって対象地域からの指定解除を決定しました。これにより、政府が指定する緊急事態宣言対象地域はなくなりました。
　しかしながら、ワクチン接種も本格的には始まっておらず、宮城県、仙台市のように感染者の拡大を背景に地方自治体独自で緊急事態宣言を発出するところが早速出始めるなど、決して油断できない状況にあります。
　また、全国各地においては、1日当たりの新型コロナウイルスの新規感染者数の下げ止まり状況や医療現場では逼迫した状況が続くなど、いまだ深刻な状況にあることは否めず、また、感染力がより強い変異ウイルスによる国内感染者も増えてきており、新型コロナウイルス感染症流行が収まるまでには、さらに時間を要するものと思われます。
　3月22日以降における本学の取扱いは以下のとおりといたしますが、各自が油断することなく、あらゆる場面において感染症防止対策を徹底するようお願いします。

• 出張、県境をまたぐ移動については、特段の制限は行わないが、移動に際しては、引き続きオンラインの活用を検討するとともに、当該移動先の地方自治体による緊急事態宣言の発出状況や感染者の発生状況、クラスターの有無、感染経路が明確か否か等を十分に考慮した上で判断すること（県外からの来学者も同様とする。）。加えて、本学に戻った後は、体温の測定などの体調管理に努め、発熱等の体調不良の場合は、直ちに危機管理担当（kikikanri@ml.jaist.ac.jp）にメールで連絡するとともに、無理な登学・出勤はしないこと。
  　なお、学生においては、特に以下の事項に留意すること。
  〇 出張（研究活動、学会出席等）の場合は、必ず事前に指導教員に連絡すること。
  〇 就職活動（インターンシップを含む。）の場合は、必ず事前に就職支援室（syusyokus@ml.jaist.ac.jp）に連絡すること。
  〇 課外活動を学外で行う場合には、必ず事前に学生・留学生支援課（gakusei@ml.jaist.ac.jp）に連絡すること。
• 年度末や新年度の開始に合わせ、会合（飲食が伴わないものも含む。）やいわゆる飲み会の機会が増加するため、開催の是非、参加の必要性について十分検討すること。なお、送別会・謝恩会や歓迎会（俗にいう追いコンや新歓コンパ）等の開催は厳に控えること。
  　なお、社会通念・儀礼上、飲食を伴う会合を行わざるを得ない際においては、少人数（4人以内）、短時間かつ十分な感染防止措置（例：狭隘な空間を避ける、定期的な換気を行う、マスクを着用する等。以下同じ。）を講じた上で行うこと。また、利用に当たっては各都道府県が定める新型コロナウイルス感染症対策取組宣言を遵守している旨のステッカー等が掲示されている店舗を利用することが望ましい。
• プライベートな旅行について、特段の制限は行わないが、事前に、当該旅行先の感染者の発生状況、クラスターの有無、感染経路が明確か否か等を十分に考慮した上で判断すること。また、時と場所が分散される「分散型旅行」を図り、なるべく混雑しない平日、できる限り少人数で行動すること。
• 日本から出国する場合（修了後、帰国する場合を除く。）
  　学生においては、特に以下の事項に留意すること
  〇 日本人学生は「海外渡航届」、留学生は「一時出国・帰国届」を学生・留学生支援課（gakusei@ml.jaist.ac.jp）に必ず事前に提出すること
  　教職員においては、必ず事前に所属長、危機管理担当（kikikanri@ml.jaist.ac.jp）に連絡すること。
  　外務省が定める感染症危険レベル3の国においては渡航禁止、レベル2の国においては不要不急の渡航を行わないこと。なお、目的国及び日本への入国時に隔離期間を設けているので、当該期間を十分に配慮した上で日本からの出国を検討すること。
  　特に、日本に入国するに際しては、日本人の帰国、外国人の再入国を含め、検疫所に外国を出国する前72時間以内の検査証明書の提示が必要となり、この提示ができないと日本に入国することが認められなくなったほか、入国後14日間の公共交通機関の不使用、自宅等での待機、位置情報の保存、提示、接触確認アプリの導入等について誓約書を提出する必要があるなど、入国にあたっての対策が格段に強化されているので、注意すること。
  　加えて、帰国後、教職員の中で業務遂行上やむを得ず空港周辺の宿泊施設での隔離期間を経ることなく直ちに本学に戻る場合においては、本学が指定する場所に待機することになるので、危機管理担当（kikikanri@ml.jaist.ac.jp）の指示に従うこと。
• 東京サテライトの開室等に関しては、別途、本日通知したとおりです。
• 発熱等の体調不良がある場合は、かかりつけ医又は石川県発熱患者等受診相談センター（電話：0120-540-004）に電話し、相談すること。相談の結果、受診するよう指示があった場合は、公共交通機関（JAIST Shuttleを含む。）を使わずに受診すること。なお、かなやタクシー（電話：076-272-0085）を利用する場合は、電話連絡を行い、「発熱しており、医療機関へ行くためにタクシーを利用したい」旨を伝え、かなやタクシーの了解を得ること。
  　また、受診時にPCR検査、抗原検査を実施した場合、学生寄宿舎及び職員宿舎入居者にあっては、クラスター化防止のため、直接自室には戻れず、大学が指定する待機場所に入室することになるので、現金、保険証、着替え・パジャマ、携帯電話（充電器含む。）等の身の回り品を持参すること。受診の結果は、必ず危機管理担当（kikikanri@ml.jaist.ac.jp）に連絡し、その指示を受けること。陽性であった場合は、危機管理担当（kikikanri@ml.jaist.ac.jp）及び保健所から行動履歴（日時、場所、行動内容、接触者等）が確認されるので、協力すること。また、復路の交通手段の確保が困難な場合は、医療機関又は保健所（電話：0761-22-0793）に相談すること。
• 政府の新型コロナウイルス感染症対策分科会が提示した感染リスクが高まる「5つの場面」（別添を参照）については、極力避けること。
• 新型コロナウイルス感染症に係るワクチン接種に関しての詳細は不明であるが、住民票所在地の市町村で接種することが原則とされているため、自らの住民票の所在を確認すること。ワクチン接種に関しては、情報が提供され次第、随時提供します。
• 政府による新たな緊急事態宣言等の再発令、石川県からの要請、本学で新型コロナウイルス感染症罹患者が発生した場合は、随時、必要な措置を取るので、その際は、協力をお願いします。

　石川県においては、「飲食」「若者」感染拡大特別警報は解除され、新型コロナウイルス感染症の「ステージⅡ（感染拡大警報）」から「ステージⅠ（感染要注意）」へ移行しましたが、近隣の市や大学、能美市内において、すでに新型コロナウイルス感染症罹患、クラスター発生の事例が報告されていることから、依然として、油断できない状況に変わりはありません。
　学生・教職員におかれましては、引き続きウイルスから健康、生命を守るため、気を緩めることなく感染防止等（マスクの着用、手洗いの励行、咳エチケットの徹底、3密の回避）に努めるとともに、十分な体調管理を行うことを要請します。
　新型コロナウイルスだけではなく、季節性の感染症（麻しん、風しん、溶連菌感染症など）も併せて流行することが考えられます。また、学生諸君においては、これから本格的に就職活動を始める学生、修了が決定し次の進路へ準備を始める学生、新たな勉学の場を求めて本学に集う学生など、この時期は、それぞれが新たなステージへ向かう大事な時期を迎えます。この大切な時期に種々の感染症に罹患することなく過ごされることを強く期待します。それ故、さらに全学が一丸となって感染防止に努め、新型コロナウイルス感染症罹患者ゼロが続くよう、引き続き協力をお願いします。

To Students, Faculty and Staff members,

I would like to express my gratitude to all students, faculty and staff members for working together to prevent the COVID-19 infection, and as a result, no one has been infected with the coronavirus.
The government has decided to lift the State of Emergency subject to Tokyo, Kanagawa, Saitama, and Chiba on March 21. As a result, there are no areas subject to the State of Emergency designated by the government.
However, we have to stay alert as vaccination has not begun on a full-scale, and local governments have begun to announce State of Emergency on their own due to the increase of coronavirus patients, such as Sendai, Miyagi prefecture.
It is undeniable that the situation is still serious and it will take more time for the CIVID-19 situation to resolve, as the decrease in the number of coronavirus cases per day is slowing, there are concern for collapse of the health system all over the country, and the number of people infected by more contagious variant of COVID-19 are increasing in Japan.
The response at JAIST from March 22 is as follows, please stay alert and take prevention measures thoroughly against infection in all situations.

• JAIST does not set restrictions on business trip or travel across prefectural borders. However, continue to make good use of online, check whether the State of Emergency is announced or not by the local government, infection status, COVID-19 cluster status and whether infection routes are clear or not at your destination then consider carefully before you decide to travel (same apply to visitors from outside of prefecture). After your return, monitor your physical condition and if you are not well such as have a fever, promptly email Crisis Management (kikikanri@ml.jaist.ac.jp) and do not come to the campus.
  For students, note the following
  ○ In the case of business trip (research activities, conferences etc.), must inform your supervisor in advance.
  ○ In the case of trip for job hunting including internship, must inform the Career Support Office (syusyokus@ml.jaist.ac.jp) in advance.
  ○ In the case of extracurricular activities off campus, must inform the Student Affairs Department (gakusei@ml.jaist.ac.jp) in advance.
• Gatherings and drinking parties will increase for the end of Academic year and the start of Academic year. However, carefully consider whether it is necessary or should attend. Please strictly refrain from holding farewell parties, thank-you parties or welcome parties.
  If a gathering is to be held for reasons of social convention, make sure to limit to 4 people or less, only for a short time and take prevention measures (e.g. regular ventilation, wear mask, avoid close-contact settings etc.). Establishments that comply with the declaration of measures against COVID-19 set by prefectures and have the sticker stating their declaration of the countermeasures are preferable.
• JAIST does not set restrictions on private trips. However check the infection status, COVID-19 cluster status and whether infection routes are clear or not at your destination then consider carefully before you decide to travel. If you are going on a trip, avoid crowds by traveling on weekdays, and only in small number of people.
• In the case of departure from Japan (except for return home after completion)
  For students, note the followings
  ○ Submit a notification to Student Affairs Department in advance.
  Japanese students "Notice of Overseas Travel 海外渡航届"
  International students "Notice of Temporary Leave (coronavirus infection compatible version) 一時帰国・帰国届"
  For Faculty and staff members, inform the head of your department or supervisor and Crisis Management (kikikanri@ml.jaist.ac.jp) in advance.
  Travel to countries listed Level 3 on the Ministry of Foreign Affairs' "Travel Advice and Warning on Infectious Diseases" is prohibited, and refrain from nonessential travel to Level 2. There is a quarantine period for entry into destination country and Japan, take the quarantine period into consideration before decide to departure.
  Border enforcement measures for entering Japan are significantly strengthened, and it is necessary to submit a certificate of negative test result conducted within 72 hours before leaving a country, including the return of Japanese citizens and the re-entry of foreigners, those who do not submit a certificate of negative test result will be denied entry to Japan. Also it is required to pledge to refrain from using public transportation for 14 days, self-quarantine, retain and provide the location data, and download contact-confirming application (COCOA).
  Faculty and staff members who return to JAIST without quarantine period at an accommodation near the airport because of duty related reasons, will be quarantined at the accommodation designated by JAIST, so follow instructions from Crisis Management (kikikanri@ml.jaist.ac.jp).
• Regarding the opening etc. of the Tokyo Satellite Campus is as announced separately today.
• If you are not well such as have a fever, call your primary care doctor or the Ishikawa Prefecture Consulting Center for the Fever Patients (0120-540-004) for consultation. Those who are instructed to visit a doctor, do not use public transportations (including JAIST Shuttle). When you are taking Kanaya Taxi (076-272-0085), call in advance to inform them that you "have a fever and visiting a doctor".
  In order to prevent COVID-19 cluster on campus, residents of JAIST student housing and staff housing who are tested for PCR/antigen at their doctor's visit will be placed in designated accommodation without returning to their own rooms, so bring personal belongings such as cash, health insurance card, change of clothes/sleeping wear and mobile phone (including charger) etc. Email your doctor's visit result to Crisis Management (kikikanri@ml.jaist.ac.jp) and follow their instructions. If the test result is positive, Crisis Management (kikikanri@ml.jaist.ac.jp) and Health Center staff will ask you about your movement history (date, time, location, activities and contacts), please give them your cooperation. If you do not have return transportation from doctors, ask for assistance at the hospital or health center (0761-22-0793).
• Avoid the "5 situations" (see attachment) that increase the risk of infection presented by the Subcommittee on Novel Coronavirus Disease Control.
• Details regarding the COVID-19 vaccination is unknown, however in principal the vaccination will be given at the municipality where your current address is registered so check your registration. We will share information regarding the vaccinations as soon as they are provided.
• In the case of re-declaration of the state of emergency, order from Ishikawa Prefecture or outbreak of the COVID-19 infection on campus. We will take necessary measure immediately and ask for your kind cooperation.

Ishikawa Prefecture lifted the "Infection Spread Warning" for COVID-19 focused on transmission at dining and drinking establishments and among young people, and the COVID-19 infection status is moved from "Stage II (warning)" to "Stage I (caution)".
However, cases of COVID-19 infection and clusters have been reported in neighboring cities, universities, and Nomi City, under the current circumstances we have to stay alert.
To our Students, faculty and staff members, please continue to take prevention measures against infection (wear mask, wash hands, practice the cough etiquette, and avoid the "three Cs") to protect yourself.
Not only the COVID-19 but also seasonal infectious diseases (measles, rubella, streptococcal infection, etc.) can also be spread. Also it is an important time to move to a new stage for students who are about to start a full-blown job hunting, students who completed academic work and preparing for the future, or students who are coming to JAIST for new educational opportunity.
I strongly hope that you will spend this important time without suffering from various infectious diseases. I ask for your continued cooperation to prevent infection, so that the number of people infected from the COVID-19 remain zero and keep yourself and others safe from the COVID-19.
