学生・教職員の皆様へ

　新型コロナウイルス感染症に対し、全学が一丸となって感染予防に取り組み、その結果、現時点において、罹患者が発生していないことに御礼申し上げます。
　一方、全国各地において、第４波と見られる新型コロナウイルス感染症が再拡大しており、東京都、大阪府、京都府、兵庫県には4月25日から5月11日までの「緊急事態宣言」が発令されました。
　また、すでに、宮城県、埼玉県、千葉県、神奈川県、愛知県、沖縄県及び愛媛県を対象に「まん延防止等重点措置」が適用されているところですが、北海道、岐阜県、三重県もこの措置を受ける可能性があります。
　これらの地域では感染力が非常に強いと言われている変異ウイルスが感染拡大の原因の一つとして考えられており、さらなる感染拡大も懸念されています。
　北陸三県においても、富山県では富山アラートを発出、福井県は4月22日から5月13日までの間、県独自の緊急事態宣言を発出しました。石川県においても、４月26日に「感染まん延特別警報」が発出され、先週には、1日あたりの新規感染者数が過去最高を記録するなど決して油断できない状況にあり、新型コロナウイルス感染症流行が収まるまでには、さらに注意を要するものと思われます。
　このため、本日以降における本学の取扱いは以下のとおりといたしますが、各自が油断することなく、あらゆる場面において感染症防止対策を徹底するようお願いします。

• 　出張、県境をまたぐ移動を伴う業務に際しては、引き続きオンラインの活用を検討するとともに、当該移動先に対し、政府または地方自治体による「緊急事態宣言」、「まん延防止等重点措置」などが発出されている場合は、不要不急の出張、旅行は行わないこと。学生指導については、出来る限りオンラインの活用を図ること。
• 　上記を踏まえてもなお、緊急事態宣言対象地域への出張、旅行を行わざるを得なくなった場合は、必ず危機管理担当（kikikanri@ml.jaist.ac.jp）に連絡をすること。
• 　その他の地域においても、感染者の発生状況、クラスターの有無、感染経路が明確か否か等を十分に考慮した上で判断すること。（県外からの来学者も同様とする。）
  　加えて、本学に戻った後は、体温の測定などの体調管理に努め、発熱等の体調不良の場合は、直ちに危機管理担当（kikikanri@ml.jaist.ac.jp）にメールで連絡するとともに、無理な登学・出勤はしないこと。
  　なお、学生においては、特に以下の事項に留意すること。
  〇 出張（研究活動、学会出席等）の場合は、必ず事前に指導教員に連絡すること。
  〇 就職活動（インターンシップを含む。）の場合は、必ず事前に就職支援室（syusyokus@ml.jaist.ac.jp）に連絡すること。
  〇 課外活動を学外で行う場合には、必ず事前に学生・留学生支援課（gakusei@ml.jaist.ac.jp）に連絡すること。
• 　この春先も若者同士の飲食を伴う歓送迎会の開催などにより、全国各地でクラスターが発生しましたが、長期休暇期間に合わせ、家族、親戚等との会食や友人・知人等の飲み会等の機会が増えるものと想像されます。新型コロナウイルス感染を自ら招かないよう極めて慎重な行動をお願いします。
• 　日本から出国する場合（修了後、帰国する場合を除く。）
  〇 コロナ禍における学生の海外渡航については、別途通知したとおり。
  〇 コロナ禍における教職員の海外渡航については、別途通知したとおり。
  ※なお、やむを得ず日本から出国することになった場合は、日本入国の際に必要となる防疫対策措置（外国を出国する前72時間以内の検査証明書の提示、入国後14日間の公共交通機関の不使用等）について最新の情報を確認し、その指示に従うこと。

• 　東京サテライトの開室等に関しては、別途通知したとおり。
• 　発熱等の体調不良がある場合は、かかりつけ医又は石川県発熱患者等受診相談センター（電話：0120-540-004）に電話し、相談すること。相談の結果、受診するよう指示があった場合は、公共交通機関（JAIST Shuttleを含む。）を使わずに受診すること。
  　なお、かなやタクシー（電話：076-272-0085）を利用する場合は、電話連絡を行い、「発熱しており、医療機関へ行くためにタクシーを利用したい」旨を伝え、かなやタクシーの了解を得ること。
  　また、受診時にPCR検査、抗原検査を実施した場合、学生寄宿舎及び職員宿舎入居者にあっては、クラスター化防止のため、直接自室には戻れず、大学が指定する待機場所に入室することになるので、現金、健康保険証、着替え・パジャマ、携帯電話（充電器含む。）等の身の回り品を持参すること。
  　受診の結果は、必ず危機管理担当（kikikanri@ml.jaist.ac.jp）に連絡し、その指示を受けること。陽性であった場合は、危機管理担当及び保健所から行動履歴（日時、場所、行動内容、接触者等）が確認されるので、協力すること。
  　なお、復路の交通手段の確保が困難な場合は、医療機関又は保健所（電話：0761-22-0793）に相談すること。
• 　政府の新型コロナウイルス感染症対策分科会が提示した感染リスクが高まる「5つの場面」（別添を参照）については、極力避けること。
• 　新型コロナウイルス感染症に係るワクチン接種について、住民票所在地の市町村で接種することが原則とされているため、自らの住民票の所在を確認すること。

• 　今回の政府による緊急事態宣言の対象範囲や期間等の変更、石川県からの新たな要請、本学で新型コロナウイルス感染症罹患者が発生した場合は、随時、必要な措置を採るので、その際は、協力をお願いします。

　近隣の市や大学、能美市内において、すでに新型コロナウイルス感染症罹患、クラスター発生の事例が報告されていることから、依然として、油断できない状況に変わりはありません。
　石川県内における新規感染者のうち約70パーセント近くが変異株による感染といわれています。学生・教職員におかれましては、引き続きウイルスから健康、生命を守るため、気を緩めることなく感染防止等（マスクの着用、手洗いの励行、咳エチケットの徹底、3密の回避）に努めるとともに、十分な体調管理を行うことを要請します。
　新型コロナウイルスだけではなく、季節性の感染症（麻しん、風しん、溶連菌感染症など）も併せて流行することが考えられます。
　また、学生諸君においては、この時期、インターンシップなどの就職活動を行う学生や新入生にとっては本学での学修・研究、就職活動についての体制を本格的に整え始める大事な時期となります。この大事な時期に種々の感染症に罹患することなく、過ごされることを強く期待します。それ故、さらに全学が一丸となって感染防止に努め、新型コロナウイルス感染症罹患者ゼロが続くよう、引き続き協力をお願いします。

To Students, Faculty and Staff members,

I would like to thank everyone for working together to prevent the COVID-19 outbreak on campus, and as a result, no one has been infected at this time.
On the other hand, the rebound of COVID-19, which consider to be the fourth wave, is occurring nationwide, and a "State of emergency" is in place for Tokyo, Osaka, Kyoto and Hyogo prefectures from April 25 to May 11.
"Priority measures such as for prevention of the spread of disease" have already been applied to Miyagi, Saitama, Chiba, Kanagawa, Aichi, Okinawa and Ehime prefectures, this measure may also be applied to Hokkaido, Gifu and Mie prefectures.
In these areas, new coronavirus variant which are said to be extremely infectious are considered to be one of the causes of the spread of infection, and there are concerns about further spread.
In the three Hokuriku prefectures, Toyama issued a Toyama alert, and Fukui is in its own State of emergency from April 22 to May 13. Ishikawa issued a "Warning on the spread of COVID-19" on April 26, and last week the number of newly infected people per day reached record high. In these situations we cannot let our guard down and have to be cautious until the COVID-19 situation to subside.
The response at JAIST from today is as follows, please do not let your guard down and take thorough measures against infectious disease in all situations.

• Business trips and operations involving travel across prefectural borders, continue to make good use of online, and when the government or local government issue a "State of emergency" or "Priority measures such as for prevention of the spread of disease " for the destination, do not make nonessential business trip or travel. For student guidance, use online as much as possible.
• If business trip or travel to the area subject to a "State of emergency" is unavoidable, be sure to inform the Crisis Management (kikikanri@ml.jaist.ac.jp).
• For the other areas, decision to whether travel should be made after fully considering the infection status, COVID-19 cluster status, and whether or not infection routes are clear at your destination (same apply to visitors from outside of prefecture). After you travel, monitor your physical condition and if you are unwell such as have a fever, promptly email the Crisis Management (kikikanri@ml.jaist.ac.jp) and do not come to the campus.
  For students, note the following
  ○ Business trip (research activities, conferences etc.)
  must inform your supervisor in advance.
  ○ Job hunting (including internship)
  must inform the Career Support Office (syusyokus@ml.jaist.ac.jp) in advance.
  ○ Off campus extracurricular activities
  must inform the Student Affairs Department (gakusei@ml.jaist.ac.jp) in advance.
• In early spring, COVID-19 clusters reported all over the country due to the eating and drinking at parties, such as welcome and farewell parties held by young people. It is expected that occasion for dining and drinking with family, relatives and friends will increase when go back to hometown for holiday. Please be cautious to protect yourself from getting infected with COVID-19.
• Departure from Japan (except for return to home country after completion)
  ○ As for the student's overseas travel during COVID-19 pandemic is as notified separately.
  ○ As for the faculty and staff member's overseas travel during COVID-19 pandemic is as notified separately.
  *If you have to depart from Japan, check the latest information regarding entrance to Japan on the Border enforcement measures, and follow their instructions (submit a certificate of negative test result conducted within 72 hours prior to departing from the country/region where travelers stay, non-use of public transportation for 14 days after entering Japan, etc.).

• Regarding the opening etc. of the Tokyo Satellite Campus is as notified separately.
• If you are unwell such as have a fever, call your primary care doctor or the Ishikawa Prefecture Consulting Center for the Fever Patients (0120-540-004) for consultation.
  Those who are instructed to see a doctor, do not use public transportations (including JAIST Shuttle). If you are taking Kanaya Taxi (076-272-0085), call in advance and inform them that you "have a fever and visiting a doctor".
  In order to prevent COVID-19 cluster on campus, residents of JAIST student housing and staff housing who are tested for PCR/antigen at their doctor's visit will be placed in designated accommodation without returning to their own rooms, so bring personal belongings such as cash, health insurance card, change of clothes/sleeping wear and mobile phone (including charger) etc.
  Email your doctor's visit result to the Crisis Management (kikikanri@ml.jaist.ac.jp) and follow their instructions. If the test result is positive, the Crisis Management and Health Center staff will ask you about your movement history (date, time, location, activities and contacts), please give them your cooperation. If you do not have return transportation from doctors, ask for assistance at the hospital or health center (0761-22-0793).
• Avoid the "5 situations that increase the risk of infection" (see attachment) issued by the Subcommittee on Novel Coronavirus Disease Control.
• COVID-19 vaccination will be conducted in the municipality where your current address is registered, so please confirm your registration.

• If there is a change in the area or period for the State of emergency declared by the government, a new order from Ishikawa Prefecture, or COVID-19 patients are reported on campus, we will take necessary measures immediately and ask for your kind cooperation.

Since there are COVID-19 patients and clusters have been reported in Nomi city, neighboring cities and universities, we cannot let our guard down.
It is said that nearly 70% of newly infected people in Ishikawa prefecture are infected with the new coronavirus variant. For students, faculty and staff members, please continue to take prevention measures against infection to protect yourself (wear a mask, wash hands, practice the cough etiquette, and avoid the "three Cs"), and monitor your physical condition.
Not only the COVID-19 but also seasonal infectious diseases (measles, rubella, streptococcal infection, etc.) can also be spread.
This is an important time for students to start a full-blown job hunting such as internship, and for new students to prepare for their study, research and job hunting. I strongly hope that you will spend this important time without suffering from various infectious diseases.
Therefore, I ask for your continued cooperation to work together to prevent spread of infection, so that people infected with COVID-19 stay zero.
