　新型コロナウイルス感染症に対する感染予防にご理解、ご協力いただいていることに御礼申し上げます。
　さて、政府は、新型コロナウイルス感染症緊急事態宣言の対象地域としていた北海道、茨城県、栃木県、群馬県、埼玉県、千葉県、東京都、神奈川県、静岡県、岐阜県、愛知県、三重県、滋賀県、京都府、大阪府、兵庫県、広島県、福岡県、沖縄県の19都道府県及びまん延防止等重点措置の対象地域としていた宮城県、福島県、石川県、岡山県、香川県、熊本県、宮崎県、鹿児島県の8県に対して、9月30日をもってそれぞれ対象地域からの解除を決定しました。
　なお、石川県においては、感染者数の下げ止まりの傾向がみられ、石川県独自のモニタリング指標は、「ステージⅡ（感染拡大注意報）」となっています。
　すでに、本学の多くの学生、教職員が2回目の新型コロナワクチンの接種を終えていますが、2回目の接種を終えた方でも感染するいわゆるブレークスルー感染が国内外で報告されています。
　また、緊急事態宣言の解除に伴い、今後、当然、人流が増えると予想されることから、感染のリバウンド状態や次の流行が懸念され始めています。
　つきましては、これまでと同様、マスクの着用等基本的な感染防止対策は決して怠らないようお願いします。

　10月1日以降における本学の取扱いは以下のとおりといたしますが、各自が油断することなく、引き続き、あらゆる場面において感染防止対策を徹底するようお願いします。

• 　各自が「三つの密を避ける」、「人と人との距離を確保する」、「マスクを着用する」、「手の消毒・手洗いなどの手指衛生を心掛ける」等の基本的な感染対策を徹底すること。
• 　学生・教職員が、健康で安全に生活できるよう、原則として大学構内（学生寄宿舎含む）においてはマスクを着用し、特に、人との接触・会話をする際にはその着用を徹底すること。
• 　政府の新型コロナウイルス感染症対策分科会が提⽰した感染リスクが⾼まる「5つの場面」（別添を参照）については、避けること。
• 　出張、県境をまたぐ移動を伴う業務に際しては、不要不急の場合は自粛していただき、引き続きオンラインの活⽤を図ること。
  　なお、今後、当該移動先に対し、政府または地⽅⾃治体による「緊急事態宣⾔」、「まん延防⽌等重点措置」などが発出された場合は、不要不急の出張、旅⾏は⾏わないこと。学⽣指導については、出来る限りオンラインの活⽤を図ること。
• 　上記を踏まえてもなお、緊急事態宣⾔対象地域等への出張、旅⾏を⾏わざるを得なくなった場合は、必ず危機管理担当（kikikanri@ml.jaist.ac.jp）に連絡すること。
• 　その他の地域においても、感染者の発⽣状況、クラスターの有無、感染経路が明確か否か等を⼗分に考慮した上で判断すること。
• 　県外からの来学者の取扱いも上記と同様とすること。
• 　加えて、本学に戻った後は、体温の測定などの体調管理に努め、発熱等の体調不良の場合は、直ちに危機管理担当（kikikanri@ml.jaist.ac.jp）にメールで連絡するとともに、無理な登学・出勤はしないこと。
  
  　なお、学生においては、特に以下の事項に留意すること。
  〇 出張（研究活動、学会出席等）の場合は、必ず事前に指導教員に連絡すること。
  〇 就職活動（インターンシップを含む。）の場合は、必ず事前に就職⽀援室（syusyokus@ml.jaist.ac.jp）に連絡すること。
  〇 課外活動を学外で行う場合には、必ず事前に学生・留学生支援課（gakusei@ml.jaist.ac.jp)に連絡すること。
• 　緊急事態宣言解除に伴い、家族、親戚等との会食や友人・知人等の飲み会の機会においては、感染対策を特に徹底し、新型コロナウイルス感染と拡大を自ら招かないよう極めて慎重な行動をお願いします。
• 　日本から出国する場合（修了後、帰国する場合を除く。）

  ※なお、やむを得ず⽇本から出国することになった場合は、⽇本⼊国の際に必要となる防疫対策措置（外国を出国する前72時間以内の検査証明書の提⽰、⼊国後14⽇間の公共交通機関の不使⽤等）について最新の情報を確認し、その指⽰に従うこと。

• 　東京サテライトの開室等に関しては、別途通知したとおり。
• 　発熱等の体調不良がある場合は、かかりつけ医⼜は⽯川県発熱患者等受診相談センター（電話：0120-540-004）に電話し、相談すること。相談の結果、受診するよう指⽰があった場合は、公共交通機関（JAIST Shuttle を含む。）を使わずに受診すること。
  　なお、かなやタクシー（電話：076-272-0085）を利⽤する場合は、電話連絡を⾏い、「発熱しており、医療機関へ⾏くためにタクシーを利⽤したい」旨を伝え、かなやタクシーの了解を得ること。
  　また、受診時にPCR検査、抗原検査を実施した場合、学⽣寄宿舎及び職員宿舎⼊居者にあっては、クラスター化防⽌のため、直接⾃室には戻れず、⼤学が指定する待機場所に⼊室することになるので、現⾦、健康保険証、着替え・パジャマ、携帯電話（充電器含む。）等の⾝の回り品を持参すること。
  　受診の結果は、必ず危機管理担当（kikikanri@ml.jaist.ac.jp）に連絡し、その指⽰を受けること。陽性であった場合は、危機管理担当及び保健所から⾏動履歴（⽇時、場所、⾏動内容、接触者等）を確認されるので、協⼒すること。
  　なお、復路の交通⼿段の確保が困難な場合は、医療機関⼜は保健所（電話：0761-22-0793）に相談すること。
• 　今後、政府による緊急事態宣言が改めて発出された際や石川県から要請があった場合、あるいは本学で新型コロナウイルス感染症罹患者が発生した場合は、随時、必要な措置を採るので、その際は協力をお願いします。

　学生諸君においては、この時期、インターンシップなどの就職活動を行う学生や修了に向けて、より一層教育・研究活動に力を入れ始める時期になります。このような大事な時期に感染症に罹患することなく、過ごされることを強く願います。
　それ故、各人が引き続き、日々、感染防止に努めてくださるよう、ご協力をお願いします。

Dear Students, Faculty and Staff members,

I would like to express my gratitude for your understanding and cooperation in preventing the spread of the COVID-19.
The government has decided to lift the "State of Emergency" from 19 prefectures (Hokkaido, Ibaraki, Tochigi, Gunma, Saitama, Chiba, Tokyo, Kanagawa, Shizuoka, Gifu, Aichi, Mie, Shiga, Kyoto, Osaka, Hyogo, Hiroshima, Fukuoka, and Okinawa) and the "Priority Measures to Prevent the Spread of Disease" from 8 prefectures (Miyagi, Fukushima, Ishikawa, Okayama, Kagawa, Kumamoto, Miyazaki, and Kagoshima) after September 30.
In Ishikawa Prefecture, the pace of decrease in the number of new COVID-19 cases has slowed down, and Ishikawa's own monitoring index has been set at Stage II.
Many of JAIST's students, faculty, and staff have already received two doses of the COVID-19 vaccine, but there is concern about breakthrough infections that have been reported in Japan and abroad, where fully vaccinated individuals become infected.
In addition, after the State of Emergency is lifted, the flow of people is expected to increase, and there is concern about infection rebound. Therefore, please continue to take basic countermeasures against infectious diseases, such as wearing masks.

Please follow the measures below starting October 1. I would also like to ask everyone to stay cautious and continue to take measures against COVID-19 in all situations.

• Thoroughly follow infection control measures such as "avoid the three Cs", "keep a safe distance from others", "wear a mask", and "wash hands and use hand sanitizer".
• To ensure the health and safety of students, faculty and staff members, wear a mask on campus (including student housings), especially when coming into contact with or talking to others.
• Avoid the "5 situations that increase the risk of infection" (see attachment) issued by the Subcommittee on Novel Coronavirus Disease Control.
• In the case of business trips or operations that involve travel across prefectural borders, refrain from doing so if it is unnecessary, and continue to make use of the online system.
  In the event that the government or local authorities issue "State of Emergency" or "Priority Measures to Prevent the Spread of Disease" to the destination, do not carry out any unnecessary business trip or travel. For student guidance, make use of online system as much as possible.
• If, even after taking the above into consideration, it is still necessary to go on a business trip or travel to an area subject to "State of Emergency" or "Priority Measures to Prevent the Spread of Disease", be sure to inform the Crisis Management (kikikanri@ml.jaist.ac.jp) in advance.
• For areas that are not subject to a "State of Emergency" or "Priority Measures to Prevent the Spread of Disease", decide whether or not to travel after carefully considering the situation, including the status of COVID-19 cases, the occurrence of clusters, and whether or not the route of infection is clear at the destination.
• The same apply to visitors from outside of Ishikawa prefecture.
• After you travel, monitor your health and if you are unwell such as have a fever, email the Crisis Management (kikikanri@ml.jaist.ac.jp) immediately and do not come to the campus.
  
  
  For students
  ○ If you plan to go on a business trip (research activities, academic conferences, etc.), be sure to inform your supervisor in advance.
  ○ If you plan to do any job-hunting activities (including internships), be sure to inform the Career Support Office (syusyokus@ml.jaist.ac.jp) in advance.
  ○ If you plan to participate in extracurricular activities off-campus, be sure to inform the Student Affairs Department (gakusei@ml.jaist.ac.jp) in advance.
• To prevent the spread of COVID-19 and to protect yourself and others, continue to act with caution when eating out with family or drinking with friends, etc. after the State of Emergency is lifted.
• Departure from Japan (except for return to home country after completion)

  ※If it is necessary to travel out of Japan, check Border enforcement measures for the latest information on entry to Japan, and follow their instructions (submit a certificate of negative test result conducted within 72 hours prior to departing from the country/region where travelers stay, non-use of public transportation for 14 days after entering Japan, etc.).

• If you are unwell such as have a fever, call your primary care doctor or the Ishikawa Consulting Center for Patients with Fever (0120-540-004) for consultation. Those who are instructed to see a doctor, do not use public transportations (including JAIST Shuttle). If you are taking Kanaya Taxi (076-272-0085), call in advance and inform them that you have a fever and visiting a doctor.
  In order to prevent COVID-19 cluster on campus, residents of JAIST student housing and staff housing who are tested for PCR/antigen at their doctor's visit will be placed in designated accommodation without returning to their own rooms, so bring personal belongings such as cash, health insurance card, change of clothes/sleeping wear and mobile phone (including charger) etc.
  Email your doctor's visit result to the Crisis Management (kikikanri@ml.jaist.ac.jp) and follow their instructions. If the test result is positive, the Crisis Management and Health Center staff will ask you about your movement (date, time, location, activities and contacts), please give them your cooperation. If you do not have return transportation from doctors, ask for assistance at the hospital or health center (0761-22-0793).
• If the government declares another State of Emergency, if Ishikawa prefecture issues new instructions, or if there is a new case of COVID-19 on campus, JAIST will take the necessary actions as needed, and ask for your cooperation.

For students, this is an important time to concentrate on job hunting activities such as internships, as well as educational and research activities to complete their studies. I strongly hope that all of you will stay safe from various infectious diseases during this important time, and once again, I would like to ask for your continued cooperation in protecting yourself and others from infectious diseases.
