JAIST don't permit to leave Japan in principle during the COVID-19 pandemic,
even when it is a temporary leave to your home country or abroad.
But, only if you need to go abroad temporarily for unavoidable reasons, you can apply by following the application procedure below.
★The following risks are involved when you leave Japan temporarily during the
COVID-19 pandemic. With that in mind, please make a careful decision as to
whether or not to leave Japan temporarily.
①There is no guarantee that you will be able to re-enter in Japan on the scheduled date.
⇒Currently in Japan, the number of people who can enter in Japan per day is limited as an infection control
measure. So it is difficult to make reservations for airplane. In addition, if the infection situation worsens,
the contents of immigration regulations may change suddenly.
Therefore, you may not be able to re-enter in Japan on the scheduled date, which may affect your
completion plan and research plan.
②The cost of the quarantine period (14 days) after re-entry is very high and will be
borne by yourself.
⇒Even now, as one of the border enforcement measures to prevent the spread of COVID-19,
14 days quarantine is required after re-entry into Japan. JAIST has designated hotels near the
arrival airport as 14 days quarantine places for students re-entering Japan (*). Hotel expenses
might be about 150,000 to 200,000 yen and also you need the cost of the airplane.
Therefore, the cost of temporary leave will be very expensive during the COVID-19 Pandemic.
(*) After re-entering Japan, students have to stay at a hotel near the arrival airport for 14 days
(15 nights and 16 days including the date of entry). We prohibit to return to Ishikawa Prefecture
directly from the airport by acquaintance's car or rental car.
（To prevent the spread of infection on the JAIST campus as much as possible, follow not only
the instructions of the Japanese government but also the instructions of the JAIST when
re-entering Japan. )
If the person will re-enter in Japan after October 1, 2021 with a valid vaccination certificate that
meets the conditions set by the Ministry of Health, Labor and Welfare (MHLW) and take a PCR
test at a medical institution on the 10th day after re-entry and report a negative result to the
MHLW, their remaining quarantine period will be shortened.
However, in this system, the Valid Vaccination certificate is only issued by a country or region
designated by MHLW and only a limited type of vaccines are permitted. In addition, international
students are required to use a vehicle of hire to go to a medical institution to get a PCR test and
pay an large amount of a vehicle of hire fare and test fee. Furthermore, it could increase the risk
of spresding infections. Therefore, JAIST requests international students to stay at a hotel near
the arrival airport for 14 days (15 days including the date of entry) as before.
